Routier Gears

I've just been given a very nice condition Raleigh Routier Town and Around, from a gentleman who i think has had it from new.
And I'm a bit puzzled buy the way the Stermey Archer 5 Star operates from either side of the hub. With two cables running up into the control. Is this standard on the 5 Star. And how do i go about adjusting them, so they run smoother. I can't find any adjustment markings on the hub.

I have a Raleigh routier as well but it has 10 speed deralleur gears(huret) i got mine when i worked in a bike shop it was brought in by someone and my boss bought it off him for £25 it had belonged to the mans son who had gone to university.
My boss used to let me sell bikes i had renovated at home via the shop and i did a straight swop for the mountain bike i was trying to sell for £59 needless to say the mtb was bought the following week.
i had to get new tyres for it as they were completely shot but got them for trade price including vat which wasnt so bad i kept the bike in the workshop and hung a sign on it saying PROPERTY OF CYCLE MECHANIC THIS BIKE IS NOT FOR SALE
I eventually took it home and gave it a comeplete strip down and rebuild with new brake and gear cables and service the hubs and headset and bottom bracket and * the new tyres
i use it on VETERAN CYCLE CLUB runs and it is a nice bike to ride i hadnt used it for a couple of years and stripped it down and cleaned it up and gave it a full service and it was back up and running again i always fit my brookes saddle and carradice saddlebag when i use it on vcc runs.
its needing another service to get it useable again for the new cycling season
